City/County RACES & MOU Drill

October 3, 2009
9:00 amto11:00 am

Huntington Beach will be participating in the annual City/County RACES & MOU drill October 3, 2009 from 0900-1100. HB RACES will be providing a voice link from the EOC and setup to receive and transmit ATV in the EOC. This annual drill focuses on cooperation and communication between adjacent cities and agencies as well as communications to/from our parent organization: OC RACES.

The documents below highlight the drill plan for today and include some notes by our training officer on the correct use of the ICS-213 message form. If you didn’t get to the EOC to participate today, glance at the documents and review Jim’s notes. These drill days help us stay focused on basic communication skills. Take some time to work on your knowledge and skills today.

Thanks to all City RACES units and MOU organizations for your participation in the City/County RACES & MOU drill today. You replied to and generated a lot of traffic, and operated very professionally. I think the drill was a great success, and we all learned a lot. We will review the drill at our next City/County RACES & MOU meeting on Monday, October 26th, at 7:00 PM, at OCSD/Communications, 840 N. Eckhoff Street, Suite 104, in Orange.

The drill I felt went very well. I would just like to advise all operators passing traffic to always keep in mind to read the messages at a speed that you can picture yourself writing the message yourself. Also, each message transmitted should have a message number starting with (1) for each exercise or for that day accompanied by an origination time/date somewhere in the message heading. A (TOR) Time of receipt and a (TOD) Time of Delivery should also be noted on the messages. This will give credence and validity of its timeline.
Hope this is helpful in following and tracking radio message traffic.
